GoMRI funding decisions are made in accordance with National Science Board peer evaluation protocols. Independent panels of peer reviewers from outside Gulf State institutions review proposals to avoid any conflict of interest. Furthermore, all reviewers agree to Conflict of Interest and non-disclosure statements.
For RFP-I, approximately five-dozen accredited scientists with experience in the five research themes participated on the RFP-I panels, which were facilitated by executive secretaries comprised of former NSF Program Directors. To address the complexity of the program, panel reviews were conducted based on the five research themes with a sixth panel held to review outreach/education and management portions. Proposals were reviewed based on scientific content, outreach and management as established in RFP-I. The Research Board made its selections based on the peer review reports and rankings as well as viewing the full proposals.
